Martyn's Law
Prepare and implement protective measures to ensure your establishment can respond to a potential terrorist attack using a lockdown handset to comply with Martyn’s Law.
Get in touchAdhering to Martyn’s Law means your establishment can be better prepared for potential threats should a terrorist attack occur. Organisations now have until 3 April 2027 to prepare and implement measures to ensure they are compliant with this new legislation.
The Terrorism (Protection of Premises) Act, also known as Martyn’s Law, came into effect on 3 April 2025. This new legislation requires organisations, including educational establishments, to improve safety measures for public places in case of a terror attack. These key requirements aim to mitigate the impact of a terrorist attack, helping to reduce the risk of physical harm to the public.
The Security Industry Authority (SIA) will be responsible for overseeing and enforcing Martyn’s Law, giving schools and organisations until the 3 April 2027 to prepare. Additionally, simple and accessible guidance will become readily available from the Home Office throughout the implementation period.
As part of the key communication requirements of Martyn’s Law, organisations should have an emergency plan in place to quickly share safety information with the public.
To support this, Croft can implement technologies such as a lockdown handset. This uses a VoIP phone system to send emergency alerts directly to integrated external loud speakers in the event of an incident.
Having a VoIP phone system in place will also ensure you are ready for the ISDN Switchover on 1 January 2027.

More InformationWhat Do Schools Need to Do?
Under Martyn's Law, premises are classed into two groups based on their capacity. Sites with 200–799 people fall under the Standard Tier, while those with over 800 are classed under the Enhanced Tier. It is important to note that childcare establishments, schools, and further education sites with over an 800 capacity are classed within the Standard Tier. Whereas higher education establishments are treated as other premises in scope. If your organisation is not required to follow Martyn’s Law, applying its principles can still help to keep pupils and staff safe in the event of an incident.
As a Standard Tier site, your school will need to notify the SIA that you are in scope of the act and have 'reasonably practicable, appropriate public procedures' in place. Your procedures should cover evacuation, invacuation, lockdown, and communication. Together these focus on reducing the danger your pupils and staff may face during a terrorist attack.
Under Martyn’s Law your school will need to ensure that you have an emergency plan in place to quickly communicate safety information. This is where Croft can help. We can install and support a cost-effective VoIP phone system, including a lockdown handset, and integrated external loudspeakers to ensure you meet this new legislation.

VoIP Phone Systems with Built-in Lockdown
If your school is yet to prepare for Martyn’s Law and the upcoming ISDN switchover in 2027, a VoIP phone system, including a lockdown handset, can address both concerns.
Our leading software-based IP phone systems provide powerful unified communications. Available either on-premises or in the cloud, our phone systems support voice calls using SIP trunks and well-known IP phones. Features include web conferencing, presence management, and softphone apps for desktop and mobile. Using a simple web-based interface, they simplify management, cut costs, and remove the limitations of a traditional phone system.
Additionally, our phone systems can be used as a public address system, integrating with external loudspeaker and alert systems to provide mass communication capabilities during school lockdowns. Schools can use their phone systems, in conjunction with a lockdown handset, to instantly page loudspeakers and broadcast pre-recorded or live audio messages, helping to alert staff and students of an emergency and relay instructions.
